Condo renovation in Singapore involves more red tape than HDB. You need MCST approval before any hacking, must stick to permitted working hours, and some structural elements are strictly off-limits. This guide explains exactly what you can and can't change, how to get approvals efficiently, and penalties for non-compliance in 2026.This guide is for informational purposes. Prices and regulations may change — always verify with HDB, BCA, or your interior designer.<h3>Understanding MCST and Your Condo's By-Laws</h3>Your condo's Management Corporation Strata Title (MCST) governs all renovation activities within the development. Every condo in Singapore operates under the Building Maintenance and Strata Management Act, plus individual by-laws that may impose additional restrictions. Before planning any renovation, obtain a copy of your condo's by-laws from the management office. These rules vary significantly between developments. A newly completed condo might restrict renovations entirely during the first year of occupation. An older development might have more relaxed policies but specific requirements about noise levels or contractor accreditation.<figure class="table"><table><tbody><tr><td>Document to Obtain</td><td>Where to Get It</td><td>Why It Matters</td></tr><tr><td>Condo by-laws</td><td>Management office</td><td>Lists renovation restrictions specific to your development</td></tr><tr><td>Floor plan and structural details</td><td>Developer/BCA</td><td>Identifies load-bearing walls you cannot hack</td></tr><tr><td>Previous renovation records</td><td>Management office</td><td>Shows what changes prior owners made</td></tr><tr><td>Approved contractor list</td><td>Management office</td><td>Some condos require using pre-approved contractors</td></tr></tbody></table></figure>Source: Standard MCST documentation requirements, 2026Your interior designer should review these documents before proposing any design. As a rule, anything involving hacking, plumbing, electrical changes, or alterations visible from common areas needs written MCST approval.<figure class="table"><table><tbody><tr><td>Work Type</td><td>MCST Approval Required</td><td>Notes</td></tr><tr><td>Hacking walls or floors</td><td>Yes</td><td>Even non-structural walls need approval</td></tr><tr><td>Toilet/kitchen renovation</td><td>Yes</td><td>Wet works always require approval</td></tr><tr><td>New electrical points</td><td>Yes</td><td>Must use licensed electrician</td></tr><tr><td>Air-con installation</td><td>Yes</td><td>Includes positioning of outdoor units</td></tr><tr><td>Flooring changes</td><td>Usually yes</td><td>Check if sound insulation requirements apply</td></tr><tr><td>Painting internal walls</td><td>No</td><td>Keep same colours for external-facing surfaces</td></tr><tr><td>Furniture and carpentry</td><td>No</td><td>Built-in wardrobes typically don't need approval</td></tr><tr><td>Changing door hardware</td><td>No</td><td>Unless modifying main door appearance</td></tr></tbody></table></figure>Source: Common MCST by-law requirements, Singapore 2026The approval form typically requires your contractor's details, renovation timeline, scope of works with drawings, and sometimes a refundable renovation deposit ranging from SGD 500 to SGD 2,000.<h3>Renovation Works Restricted or Prohibited</h3><figure class="image"><img style="aspect-ratio:1316/876;" src="https://d213h1b7vxzzl3.cloudfront.net/editor/33db448b-4a03-4a18-a009-2cf4ae0cae9e-blob" width="1316" height="876"></figure>Certain modifications remain off-limits regardless of your renovation budget or design preferences. These restrictions protect structural integrity and maintain the development's aesthetic consistency.Absolutely Prohibited Structural walls and columns cannot be touched. These load-bearing elements support the building's integrity. Your floor plan should indicate structural elements, but when uncertain, engage a Professional Engineer (PE) for assessment.External facade modifications — including window frames, balcony railings, and air-con ledges — fall under common property governed by the MCST. You cannot change their colour, material, or design even though they're attached to your unit.Floor drains and sanitary discharge points generally cannot be relocated in condos. Unlike HDB flats where some repositioning is possible, condo plumbing stacks are shared systems. Moving your toilet's discharge point may require impossible coordination with units above and below.Restricted But Sometimes Approved Balcony enclosure varies by development. Some newer condos permit glass enclosure systems that the developer has pre-approved. Others prohibit any balcony changes. This restriction exists because balcony enclosures affect the building's facade appearance.Merging units requires PE certification and often BCA approval beyond MCST consent. The structural implications of removing walls between units demand professional assessment. For comprehensive cost planning around these restrictions, refer to our <a href="https://www.renonation.sg/articles/condo-renovation-cost-singapore-2026-what-youll-really-pay">condo renovation cost guide</a>.<h3>Working Hours and Noise Regulations</h3>Noise complaints rank among the top renovation disputes in Singapore condos. Strict adherence to permitted hours prevents conflicts with neighbours and potential fines.<figure class="table"><table><tbody><tr><td>Day</td><td>Typical Permitted Hours</td><td>Noisy Works (Hacking/Drilling)</td></tr><tr><td>Monday–Friday</td><td>9am–5pm</td><td>9am–5pm (some condos 10am–4pm)</td></tr><tr><td>Saturday</td><td>9am–1pm (if permitted)</td><td>Often prohibited</td></tr><tr><td>Sunday &amp; Public Holidays</td><td>Prohibited</td><td>Prohibited</td></tr></tbody></table></figure> Source: Common MCST renovation hour restrictions, 2026Your specific condo may differ. Some developments extend weekday hours to 6pm while others restrict Saturday works entirely. The renovation approval letter specifies your permitted hours.Beyond hours, noise levels matter. Some condos require prior notice to immediate neighbours (above, below, and adjacent units) before noisy works commence. Your contractor should coordinate this communication.Lift booking is another logistical consideration. Many condos require contractors to use designated lifts during specific windows. Plan material deliveries accordingly to avoid delays.<h3>The Approval Process Step by Step</h3><figure class="image"><img style="aspect-ratio:1824/1216;" src="https://d213h1b7vxzzl3.cloudfront.net/editor/332e6613-27e9-4b05-9f16-76f527226ab4-blob" width="1824" height="1216"></figure>Navigating MCST approval efficiently prevents delays to your renovation timeline. Start this process at least three weeks before your intended renovation start date.Step 1: Gather Documentation Compile your renovation proposal including scope of works, floor plans showing proposed changes, contractor details with BCA registration, and timeline. Professional proposals from established interior designers tend to receive faster approval.Step 2: Submit Application Submit to your management office with the required fee (typically SGD 50–200 for processing). Include your contractor's insurance certificate covering public liability. Some condos require contractors to register separately.Step 3: Review Period Allow 2–3 weeks for review. The management may request amendments or additional information. Complex renovations involving structural assessments take longer.Step 4: Pay Deposit Upon conditional approval, pay the renovation deposit (SGD 500–2,000). This deposit covers potential damage to common property and is refundable after successful completion inspection.Step 5: Obtain Permit Collect your renovation permit to display at your unit entrance during works. This permit specifies approved hours and scope. Keep a copy with your contractor.Understanding the full renovation journey helps you plan better. Our guide on renovation timelines in Singapore covers the complete process.<h3>Penalties for Non-Compliance</h3>Violating MCST renovation rules carries consequences ranging from warnings to substantial fines. Understanding these penalties encourages compliance.<figure class="table"><table><tbody><tr><td>Violation</td><td>Typical Consequence</td></tr><tr><td>Working outside permitted hours</td><td>Warning, then SGD 200–500 fine per occurrence</td></tr><tr><td>Unapproved hacking</td><td>Stop-work order, deposit forfeiture, reinstatement at owner's cost</td></tr><tr><td>Damage to common property</td><td>Repair costs plus administrative fees, deposit forfeiture</td></tr><tr><td>Blocking common areas with materials</td><td>SGD 50–100 per day until cleared</td></tr><tr><td>Unauthorized structural changes</td><td>PE assessment required, possible reinstatement order, legal action</td></tr></tbody></table></figure>Source: Common MCST penalty frameworks, Singapore 2026The most serious violations involve unauthorized structural works. Beyond fines, you may be ordered to reinstate the original structure at significant expense. In extreme cases, the MCST can take legal action.Your renovation deposit serves as the first line of penalty payment. Multiple violations or serious breaches result in deposit forfeiture plus additional charges. MCST approval for condo renovation in Singapore typically takes 2–3 weeks from complete application submission. Simple renovations may receive faster approval, while complex proposals involving structural assessments can take 4–6 weeks. Start your application early to avoid delays. Can I renovate my condo before collecting keys? Most developers restrict renovation access until after the official key collection date. Some allow early renovation appointments for assessment and planning, but actual works begin only after handover. Check with your developer's customer service team.Do I need approval to change my condo flooring? Yes, most condos require MCST approval for flooring changes because of sound transmission concerns. Many developments mandate specific sound insulation standards (measured in Impact Insulation Class ratings) that your new flooring must meet. Can I install my own air conditioning brand in my condo? You can typically choose your air-con brand, but the outdoor unit placement must match designated locations. Some condos specify approved outdoor unit sizes or require installation by their preferred contractors. Check your by-laws before purchasing. What happens if my neighbour complains about renovation noise? Single noise complaints during permitted hours usually result in informal warnings. Repeated complaints may trigger management investigation. Noise outside permitted hours can lead to immediate stop-work orders and fines. Can I change my condo main door design? Main door modifications require MCST approval since doors face common corridors. Many condos restrict changes to maintain uniform appearance. Some newer developments offer door upgrade packages through the developer that are automatically approved. How much is the typical condo renovation deposit? Condo renovation deposits in Singapore range from SGD 500 to SGD 2,000 depending on the development and renovation scope. This deposit is refundable after management inspects completed works and confirms no damage to common property. Can I renovate my condo balcony?
