Signing a BTO renovation package without knowing what's excluded can cost you thousands in unexpected add-ons. This guide breaks down the most common mistakes Singapore homeowners make when choosing a renovation package — and exactly how you can avoid them before you sign on the dotted line. This guide is for informational purposes. Prices and regulations may change — always verify with HDB, BCA, or your interior designer.<h3>Why BTO Renovation Packages Need Extra Scrutiny</h3><figure class="image"><img style="aspect-ratio:1824/1368;" src="https://d213h1b7vxzzl3.cloudfront.net/editor/4e0f95a2-d3e4-4733-a5fb-016f03ba0d19-blob" width="1824" height="1368"></figure>A <a href="https://www.renonation.sg/articles/bto-renovation-package-singapore-2026-whats-included--what-it-costs">BTO renovation package</a> bundles essential works like flooring, false ceilings, and kitchen cabinetry into a single price. This convenience appeals to first-time homeowners juggling key collection, loan paperwork, and moving logistics. However, packages are structured to appear competitive. The headline price often covers only the basics. Once you start customising — and you will — costs climb quickly. Understanding where packages typically cut corners helps you budget realistically and negotiate better terms.According to the Building and Construction Authority (BCA), residential renovation complaints in Singapore rose 12% in 2025, with "scope disputes" and "hidden charges" ranking among the top concerns. Knowing what to look for protects your investment and your sanity.<h3>The 10 Most Common BTO Renovation Package Mistakes</h3><figure class="image"><img style="aspect-ratio:1824/1216;" src="https://d213h1b7vxzzl3.cloudfront.net/editor/acaf54e6-d16c-417f-83c7-d9d9b4a2a69b-blob" width="1824" height="1216"></figure>Mistake 1: Not Reading the Exclusions List Every package has exclusions. The problem is that many homeowners assume "full renovation" means everything. It does not. You might see "flooring included" but discover that only the living room and bedrooms are covered — the service yard and bomb shelter are extra. How to avoid it: Ask for a detailed breakdown with room-by-room scope. If it's not written, it's not included.Mistake 2: Ignoring Electrical Rewiring Costs Most BTOs come with basic electrical points. If you need additional power sockets, USB outlets, or smart home wiring, that's an add-on. Rewiring typically costs SGD 2,500–6,000 depending on flat size and complexity.Mistake 3: Underestimating Built-In Wardrobe Costs Packages often include one or two wardrobe units. But a typical 4-room BTO has three bedrooms. The third wardrobe — plus any walk-in configurations — is usually priced separately at SGD 2,000–5,000 per unit.Mistake 4: Choosing the Cheapest Quote Without Comparing Scope A SGD 28,000 package versus a SGD 42,000 package might seem like an easy choice. But the cheaper quote may exclude kitchen cabinetry, feature walls, or premium flooring. When you add those back, costs converge — or the "cheap" option becomes more expensive.Mistake 5: Not Clarifying Material Grades "Quartz countertop included" sounds great until you see the finished product. Packages often specify entry-level materials. Upgrading to higher-grade quartz, solid surface, or Kompacplus adds SGD 1,500–4,000.Mistake 6: Forgetting Appliance Hacking and Installation Your package might include kitchen cabinetry but not the hacking required to fit an integrated dishwasher or oven. These add-ons run SGD 500–2,000.Mistake 7: Skipping the Defects Liability Period Discussion The Defects Liability Period (DLP) is the window after handover where your contractor must fix defects at no extra cost. The industry standard is 12 months, but some contractors offer only 3–6 months. Shorter DLP means you pay for fixes sooner.Mistake 8: Not Factoring in Timeline Delays Delays happen. But some contracts lack penalty clauses for late completion. If your contractor runs 4 weeks over and you're paying rent elsewhere, that's SGD 2,000–4,000 out of pocket with no recourse.Mistake 9: Overlooking Permit and HDB Approval Fees Certain works — hacking walls, relocating pipes — require HDB approval. Some contractors include permit fees in the package; others charge separately (SGD 50–300). Confirm this upfront.Mistake 10: Paying Too Much Upfront Legitimate contractors rarely ask for more than 10% deposit. If a contractor demands 30–50% before starting, that's a red flag. Structure payments across milestones: deposit, midpoint, and final completion.<h3>What's Typically Excluded from BTO Packages</h3>The table below summarises common exclusions. Prices are estimated 2026 ranges for 4-room BTOs.<figure class="table"><table><tbody><tr><td>Item</td><td>Typically Excluded?</td><td>Estimated Add-On Cost (SGD)</td></tr><tr><td>Electrical rewiring (additional points)</td><td>Yes</td><td>2,500–6,000</td></tr><tr><td>Third bedroom wardrobe</td><td>Yes</td><td>2,000–5,000</td></tr><tr><td>Feature wall (living room)</td><td>Often</td><td>1,500–4,000</td></tr><tr><td>Service yard flooring</td><td>Often</td><td>800–1,500</td></tr><tr><td>Bomb shelter flooring</td><td>Yes</td><td>500–1,000</td></tr><tr><td>Premium countertop upgrade</td><td>Yes</td><td>1,500–4,000</td></tr><tr><td>Appliance hacking/installation</td><td>Yes</td><td>500–2,000</td></tr><tr><td>Smart home wiring</td><td>Yes</td><td>1,000–3,000</td></tr><tr><td>Lighting fixtures (designer)</td><td>Yes</td><td>1,000–3,500</td></tr><tr><td>Window grilles</td><td>Sometimes</td><td>800–2,000</td></tr></tbody></table></figure>Source: Renonation.sg contractor surveys, 2026Knowing these exclusions helps you build a realistic budget. Use this framework:<figure class="table"><table><tbody><tr><td>Comparison Criteria</td><td>Package A</td><td>Package B</td><td>Package C</td></tr><tr><td>Base price (SGD)</td><td>35,000</td><td>42,000</td><td>38,000</td></tr><tr><td>Flooring included (rooms)</td><td>3</td><td>4 + service yard</td><td>4</td></tr><tr><td>Kitchen cabinetry (linear ft)</td><td>10</td><td>14</td><td>12</td></tr><tr><td>Wardrobes included</td><td>2</td><td>3</td><td>2</td></tr><tr><td>Electrical points included</td><td>6 additional</td><td>10 additional</td><td>8 additional</td></tr><tr><td>False ceiling (rooms)</td><td>Living only</td><td>Living + bedrooms</td><td>Living only</td></tr><tr><td>Countertop material</td><td>Quartz (basic)</td><td>Kompacplus</td><td>Quartz (mid-tier)</td></tr><tr><td>DLP duration</td><td>6 months</td><td>12 months</td><td>12 months</td></tr><tr><td>Payment terms</td><td>30% deposit</td><td>10% deposit</td><td>20% deposit</td></tr></tbody></table></figure> Source: Sample contractor quotes, 2026Package B costs more upfront but includes more scope and better terms. When you add the missing items to Package A, the total may exceed Package B. Reputable contractors have completed projects to show. If they can't provide photos or site visits, proceed with caution.Vague contracts. A contract should specify materials (brand, model, colour), timelines, payment milestones, and DLP terms. If it's one page of generic text, ask for more detail.Pressure to sign immediately. "This price is only valid today" is a sales tactic. Legitimate contractors allow time to review quotes and compare options.Poor communication. If responses take days during the quotation phase, expect worse during renovation. Communication breakdowns cause most disputes. No BCA registration. Contractors performing structural works in Singapore must be registered with the <a href="https://www.bca.gov.sg/">Building and Construction Authority</a>. Verify registration before signing. If you're new to the renovation process, review the <a href="https://www.renonation.sg/articles/the-complete-renovation-timeline-in-singapore-what-to-expect-and-do-at-every-stage">complete renovation timeline in Singapore</a> to understand what happens at each stage — and where delays typically occur.<h3>Frequently Asked Questions About BTO Renovation Packages</h3>What is a BTO renovation package?
